Oumar Ould Hamaha
Oumar Ould Hamaha used to be a member of al-Qaida in the Lands of the Islamic Maghreb (AQIM). He is now the spokesperson for an AQIM offshoot group called the Movement for Unity and Jihad in West Africa (MUJWA). He participated in kidnappings of foreigners for ransom, including the kidnapping of Canadian diplomat Robert Fowler from Niamey, Niger, in December 2008. He has also made threats against Westerners in Mali and has been associated with the abduction of Europeans in the region. He was born in 1963. He is from Mali. The U.S. Department of Justice is offering $3 million for information leading to his location.
